The Liquor Licensing Board (Chinese: 酒牌局, LLB) is the licensing body for the sale of alcohol in Hong Kong. LLB is responsible for licensing and not retail sales. Alcohol is sold freely at commercial retail stores in Hong Kong.

The LLB was created to replace the licensing boards formerly organised under the Urban Council and Regional Council, which were disbanded at the end of 1999.
Management[edit]
The LLB is governed by a board that consists of a chair, vice-chair and nine appointed board members. The agency is under the jurisdiction of the Food and Environmental Hygiene Department. Members of the board are appointed by the Chief Executive of Hong Kong.
Current LLB Chairman is James WONG Kong-tin.

The Liquor Licensing Board is established in accordance with the Dutiable Commodities (Liquor) Regulations, Cap. 109B as an independent statutory body to consider the applications for liquor licences and club liquor licences. In 2019, there were some 8,631 restaurants, pubs, bars and clubs licensed to sell or supply liquor for consumption on the premises.
In considering liquor licence applications, the Liquor Licensing Board adopts an open, transparent and fair approach and aims to balance the interests of commercial activities and the lifestyles of the locality. A liquor licence will be granted only when we are satisfied that the applicant is a fit and proper person to hold the licence, the premises are suitable for selling liquor having regard to its location, structure, fire safety and hygienic conditions and, in all circumstances, the grant of the licence is not contrary to the public interest. We value very much the views of local residents and law-enforcement agencies.
